World heritage city installs new street lighting

When visiting Chilean world heritage city, Valparaíso, last month I was interested to see that they had not only installed new street lighting but were telling citizens and visitors about their effort with a huge signpost hung over the lights.

Iluminación y Aceras del Casco Histórico

Valparaíso es una ciudad que invita a caminar, sin embargo esta experiencia en el plan puede ser algo dificultosa. De un tránsito peatonal intenso, las estrechas aceras del casco histórico se han ido deteriorando y requieren, por seguridad y estética, arreglos importantes.

El proyecto de mejoramiento de veredas del Casco Histórico se plantea para algunos de los importantes ejes que cruzan longitudinalmente el Centro Financiero y Comercial de la ciudad. Son las veredas de calle Cochrane y calle Esmeralda. Además incluye las transversales Pasaje Ross, Almirante Martínez, Almirante Señoret, Urriola y Gómez Carreño.

La intervención incluye aceras hasta la solera, iluminación y elementos de mobiliario urbano, todo en un diseño de líneas simples que realce la importancia de los edificios del entorno y tomando en cuenta la reciente renovación de calle Serrano y el proyecto de semi peatonalización de calle Prat, encargado por Serviu Valparaíso.

El proyecto de alumbrado busca asegurar una homogeneidad lumínica que ponga en valor el conjunto de las aceras y que privilegie el nivel del peatón, descartando la luminaria existente y trabajando bajo un concepto de iluminación semicilíndrica . Los postes serán de factura y expresión contemporánea, en base a acero inoxidable y en las aceras estrechas se considera la instalación de postes sin brazo.

El mobiliario urbano que existe es de difícil aseo y mantención. El proyecto privilegia la instalación de algunas jardineras circulares elevadas que sirvan de asiento, las que serán de hormigón armado con recubrimiento en piedra de granito. Además habrá basureros de acero inoxidable, con tapa y sujetos a los postes, así como rampas para minusválidos en todas las esquinas

Alumbrado Público de Valparaíso

En conformidad a las recomendaciones del Programa País Eficiencia Energética, dependiente del Ministerio de Economía, la ciudad de Valparaíso necesita incrementar los flujos luminosos y ahorrar en los consumos de energía eléctrica de su alumbrado público.

Este proyecto contempla la modernización de todo el sistema de alumbrado público de Valparaíso, reemplazando aproximadamente 16.000 luminarias, que se encuentran tecnológicamente obsoletas.

Se instalarán luminarias de alto flujo luminoso con ópticas de gran eficiencia y sistemas de hermeticidad mantenida, vale decir, protección contra el polvo y el agua. Además se considera la construcción de circuitos con equipos de medida, que permiten pagar lo que exactamente se consume.

El recambio de las luminarias en Valparaíso comenzó en enero de 2009. La eficaz iluminación de los espacios públicos de la ciudad dará más sensación de seguridad y confort a ciudadanos y visitantes

The abstract of that article reads:

"By examining a major port, a capital and a planned model city, this article links the diffusion of street lighting in nineteenth-century Latin America to changing notions of the night and of technology. In these three cities, lighting emerged as an eminently flexible strategy of modernization. Street lighting attracted urban officials and elite residents, who could economically install it as an antidote to crime, a complement to night life, or an emblem of progress."
